According to the Mexican Embassy in the USA, here are the requirements for bringing pets into the country:
Travelers wishing to travel to Mexico with their dogs or cats must obtain beforehand the following documents:
1. A Health Certificate issued by an official authority or by a licensed veterinarian provided that his signature is approved by a State Veterinarian, and
2. Proof of vaccines against rabies and distemper, administered at least 15 days before the arrival of the pet in Mexico.
No consular certification is required.

Regarding returning to the USA with your pet, according to the CDC:
A general certificate of health is not required by CDC for entry of pet dogs into the United States, although some airlines or states may require them. However, pet dogs are subject to inspection at ports of entry and may be denied entry into the United States if they have evidence of an infectious disease that can be transmitted to humans. If a dog appears to be ill, further examination by a licensed veterinarian at the owner's expense might be required at the port of entry.
Proof of Rabies Vaccination: Dogs must have a certificate showing they have been vaccinated against rabies at least 30 days prior to entry into the United States. These requirements apply equally to service animals such as Seeing Eye dogs.

If you're in Ixtapa there is a good vet, Dr. Jorge Islas (553-1324), in Los Pelícanos housing community (sort of like its own little village) located 3 blocks behind the shopping district. You can buy pet food and supplies at either place as well as at the two large supermarkets (La Comercial Mexicana and Aurrerá Bodega). You can also get good jerky-type chew sticks here that I'm sure Misty will love.
